Check the status page
Rackspace publishes live status for its email service at:
https://status.apps.rackspace.com/
If email or webmail (https://apps.rackspace.com) is down for everyone, it'll usually be reflected here first, along with an estimated resolution time.
If the status page shows everything normal but you're still having trouble, it's likely specific to your account or device rather than a wider outage — email support@bibliopolis.com and we'll help you track it down.
