Settings › Shipping Options › Shipping Rates now shows each shipping zone as a card with its methods inside it, so you can see at a glance what a buyer anywhere is offered. A new method starts by asking what kind it is: a flat rate, free shipping, a live carrier rate, or a quote after the order.

A zone can hold part of a country (some US states, Canadian provinces, Australian states, the four UK nations), and the checkout then offers buyers a list of provinces. Your big international zone can become everywhere else: every country not in another zone, with no list to keep up to date, and the change never starts shipping anywhere you do not ship today. Where does a country go? answers the question from the country’s side, and What does this actually cost? on a method checks real carrier prices to the countries in its zone.

Weight tables keep working as they are, and Switch to carrier rates turns one into a live carrier rate. Once you use these new options, your shipping is managed here and the legacy admin’s shipping pages become read-only. How shipping and tax work.
