He was also Mayor of Charleston and a Calhoun State-Rights man in the U.S. Congress. But he earned the enmity of Calhoun and his fellow South Carolinians when he authored the "gag rule," laying on the table without referral (instead of rejecting outright) all petitions for the abolition of slavery.
